Press Option-Command and double-click the Photos icon in the Applications folder (or click the Photos icon in the Dock).

If the Photos app on your Mac is open, choose Photos > Quit Photos.

Then go over to the iCloud tab and you’ll probably see that photos are uploading but the blue bar isnt moving or present. Open the photos app and then go to the word Photos (next to File and Edit in the status bar) and then click on preferences. Make sure that your Mac is still uploading photos.

By default, your iPhoto Library is located in /Volumes/ /Users/ /Pictures/.

Hold down the option key while opening iPhoto to select a different default library.

Reinstall iPhoto from the Mac App Store.
